The Big12 always seemed to answer this in a way that was less clear and made a point to continue to discuss the horns down as it's own entity while this SEC ref made a point to group it in with a group of other common hand sign celebrations. The big12 was saying the same thing but just in a way that made it more of a headline, again and again.

If any player does any gesture that is offensive, it is a flag. The horns down is not necessarily offensive but can be done in an offensive way. Same for the gator chomp, the ole miss shark fin, the aggy thumbs up. All of these can be done by the opposing team without penalty unless it is done in a way that is offensive or that would be considered taunting.
