When I read that I had the same question.
Since they are both freshman, I'm guessing the latter,and that is mostly expected for freshman in the middle of August.

IMO if it was close, he would have already named Ewers starter after the scrimmage. From a video I saw, it appears Ewers has more big plays, and more int's.- No separation with the quarterbacks coming out of the scrimmage. He described the race for the starting spot as being very close.
