The study you cited has zero to do with the benefits of treating depression or anxiety. The study you cited was to determine is Cannabis caused psychiatric disorders and substance use disorders. They did not come to any conclusion whatsoever of psychiatric disorders but rather compared it to a control group of alcohol and other drug users. How exactly is this at all relevant to your claims?

Your support for using cannabis is solely for comfort level only and there is absolutely ZERO evidence cannabis treats mental disorders but rather the pain of dealing with the disease. Well the exact same thing can be said for alcohol, heroin, morphine, and numerous other narcotics. The irony is if doctors are prescribing cannabis for mental disorders then they are contributing to it. Its malpractice and a scam. Hell insurance companies even offer marijuana malpractice insurance.
Everything in medicine comes down to risk vs. benefit. Marijuana is an overall low risk substance. You can point to studies linking to depression, decreased blood flow, etc but none of these harms have been shown to be conclusive or significant.
Now, consider a patient with significant anxiety. They have tried and failed first line treatments, such as SSRIs/SNRIs, etc(which come with a host of potential side effects themselves). What's the next best option? Benzodiazepines, which are addictive and in overdose deadly, and also have side effects of depression? Or controlled, prescribed and closely monitored medical marijuana?
