When I saw Carrollton on my original post I had to do a double take. Then realized it was Carrollton, Ga.

Asking for a friend...;)
This is outside any school NIL correct? And technically, the school can't participate or promise this outside NIL. Can this be negotiated while the school is trying to recruit the player or is it all supposed to happen after he signs?
I'm thinking it's a sports agency for representation.

Yes, it can be negotiated at any time. UT staff just can't participate in it. Now, Texas can be made aware and more or less work with that situation to their betterment rather easily.

It is logical that this happen after he at least commits to Texas. But a deal like that can be the last reason he needs to do just that.

It can be negotiated by the players themselves. However, due to money-chasing smooth talkers, they often end up using the street agent with the promise of landing them more money. That often doesn't happen. I've seen a player enter the portal because an agent told him to go get the money. Player ends up not signing with anyone, no takers.
