This happened to a HEB store in the old part of Killeen (northside). One of the oldest continuously running and last of a few independently owned stores had to close.  More theft was going out the front doors (non-paying customers) and the back doors (theft by workers) than the revenues coming into the store.  The store was becoming run down and they couldnt invest back into the store because they were losing so much money. On top of that, the store had to hire overlapping security due to all the crime and beggars running off good paying customers (like me). 

Trying to impress people, the mayor demanded a meeting with HEB reps about the crime situation around the store & increasing jobs.  HEB listened and said, how bout this: we'll just shut down the store [paraphrased]. The mayor was literally left sitting there with his jaw open.  moron.  Getto politicians dont get and never will: retail/companies/corporations are only in the business to make a profit, not to satisfy YOUR social justice or social engineering desires
