I'm not sure if you can have multi year deals with performance clauses, but it would add some sanity, to an out of control situation.
It makes no sense to pay a 5 star guy like Ffrench and work on development, only to have him leave before contributing anything.
Unless you can get a long term commitment from a high schooler, the whole paradigm of signing guys with potential, then developing them to contribute in future years completely falls appart. This concept seems fundamental to how Sark was trying to build the Roster.
Perhaps the smaller schools will now be mostly form a farm system, where they take in a boatload of freshman every year, and then all of those athletes that are successful enter the portal and sign lucrative deals with the schools that have money.
