Athletic ability/measurables
The Siminoles Longhorns are getting an exciting athlete with big time potential. Locksley has good speed and acceleration as a runner. He's has one of the best athletes at the QB position in this class. He has ideal height, but has a slim frame right now. He will be running the ball a lot in college and will need to add weight because he will take lot of hits.
Skills/techniques
Locksley is a dynamic runner, he has good vision who would be lethal in the spread offense. He's a difficult player to bring down in the open field. If he dropping back to pass, he has to be accounted for as a runner because he can turn a third and long into a first down if he's not contained.
He has natural tools as a passer, but needs to work in many areas. Has the ability to make the "Wow" throw. When he's balanced and set in the pocket, he shows big time arm strength and can place the ball in tight windows. He also show the ability to make the accurate touch throws.
Unfortunately, he's not consistent enough with his mechanics for this to be a regular occurrence He needs to improve his accuracy. He too often throws the ball behind his receiver where they are forced to adjust to the ball and not catch it in stride. His mechanics get sloppy when he throws on the run. He doesn't always square up and sometimes aims the ball more than throwing it naturally. His feet are a bit all over the place when he does this and he loses velocity on his throws because it's almost all arm.
His Junior year was his full year at QB so a lot of this stuff he should be able to improve on greatly with rep . Right now he is an athlete playing QB that looks to run first instead of waiting for the open man. A lot of times he will miss the open receiver because he doesn't see it yet. I would be surprised if he didn't improve with some of these issues as a senior.
Scheme Fit
Locksley is a better runner than passer right now, but if he's the guy at Florida State Texas I'm sure Jimbo CS will tailor the offense to Locksley's strengths. He's definitely a spread QB.
Potential
Locksley's potential is sky high. He's an outstanding athlete that can be a playmaker as a runner and has outstanding tools as a passer. If he plays early in his career, he may struggle a bit as he improves his fundamentals. I think if Texas is patient with his development, he can develop into a difference maker at the QB position.
