Suppression is the act of keeping something from happening since they still have the ability to vote then there is no suppression 

The activity is voting, no one is taking away their ability to vote. They want to eliminate drop boxes which I agree with. There is no way they can guarantee the chain of custody with drop boxes, too many variables.
