I don't gamble so if someone could help me, what moves the line like that? Is it Vegas or the betting?

I agree with what Noonan said.  If I remember from my gambling days (decades ago), if I bet $10 and win, I win $10.    If I lose, I pay $11.   And it’s the same for everyone.  So booking services adjust the line to take in about the same amount of $$$ on both sides… so they win regardless of the outcome.

I’m open to correction.

You are correct, the most important factor for Vegas is that the betting is balanced.

That usually means that they will set a line as close to what they predict the actual outcome will be. Some teams may be so overhyped that bettors are putting money on a team in a disproportionate manner and Vegas will set the line to reflect this. I wouldn't be surprised if Colorado this week is like that, probably lots of bets coming in for Colorado just because of the general public excitement about that team right now.
