Try again with removing Mobile browser's Cache.

Which device you're using when browsing Mobile Layout? I think it should work fine try again.

That feature is implemented in Mobile version. You may see it working from now. Topics listed inside forums are showing Avatar and Name of Last poster. Also, if the Topic Title is in Bold format, it means new reply has been posted in that particular topic. You may notice a floating (left angle)...

We already decided to add some basic tools for posting. You will be noticing such changes in upcoming days. Ideas Appreciated :)

Are you receiving Notification in Website? If yes, then the system should be sending Email notifications too.  Try checking your Email's Spam folder?
